Can this take or pass-through over-the-air ATSC signals from an antenna?

This takes in QAM signals. What comes out of the RF out connector? Is IP converted to QAM here for use with other digital cable type inputs, such as Tivo series 3?

How can you hook up a non hd cd/vcr combo burner?I have tried most every way .It has a humming and substandard picture?????
